There is no Institutional Backbone in Bangladesh for Technology Transfer and Innovation Management for Intellectual Property (IP) Commercialization and Industrialization. Without creating “An Innovative Industrial Environment”, it is difficult to manage innovations for government alone when it is big question for commercialization.

Public investment always seeks quality of services by formulating guidelines, rules, policy, procedures and strategy to serve the nation for citizen at the same time, private investors are usually interested for making profits through mixing their creativity, time, money, energy and resources.

Centre for Policy Research, Bangladesh, the only a private stationary is delivering those services to citizen in Bangladesh without cooperation of Government of Bangladesh, without cooperation of an "Innovative Association. Academic Venture Capital and Unsolicited Proposals may play as powerful tools to make appropriate mechanism or to create higher IP and its commercialization and industrialization.  In this particular case, the equation of the both interests may balance through development of “Innovation and Innovator Cell” under Public Private Partnership.

Objectives: The following broad objectives:

  • The first object is to establish and setup an "Innovation and Innovator cell" (IIC) under PPP
  • The second object is to develop National Inventions and Innovation and to exploit commercially of those national inventions and innovation at international market viewpoint through the IIC as key player for National Technology Management, R&D, Innovation Management and Technology Transfer.

Stakeholders Involved: Business Leaders, Innovators, Research Organizations, Companies, Universities, Associations, Chamber of Commerce and Industry, Centre for Policy Research, Bangladesh, FBCCI

How the Program was developed/ Problem Statement:

Innovation and Innovator Cell (IIC) starts out the following the concepts in transferring skills to various stakeholders:

  • Inventors/ Innovators, Academia, Researchers, Research Centres, Universities, Companies to settle in R&D, Technology Transfer and Innovation Management to commercially exploit their Inventions.
  • Logical supports to Inventors, Researchers, Creators, Universities, R&D, Research Centres, Companies, Associations, Entrepreneurs and others to settle in this arena for commercialization of Inventions and Innovations.
  • Advisory services to Risk Takers and Business Leaders to minimize Business Risks for bringing new technology to markets.
  • The Universities, Academia, Researchers will get direct benefits of Academic Venture Capital from the IIC for creation of new IP.
  • Policy supports to formulate an Innovative Industrial Environment, Regional and Academic Venture Capital or to introduce new kind of International development Partnership Program for commercialization of Inventions.

Problems: Inventors, Academia, Business Leaders and Associations are unfamiliar with R&D, Technology Transfer and Innovation Management.

Implementation Plan/ Strategies [Action Plan]:

Stage 1: Strategic input supports to Innovation and Innovator Cell (IIC) development under PPP is an important element in this Program from international standpoint.

Stage 2: The IIC renders it services to citizen to develop Innovation Management and Technology Transfer skills in Socio-Economic context of Bangladesh at international outlook.

Stage 3: Economic and Political diplomats, Planners, Implementers and Business Leaders come up in a common forum to contribute together to build creation of new stylish IP and its commercialization and industrialization as new tool for economic development.
