CDIP celebrates 15 years of the Development Agenda

The twenty-ninth session of the Committee on Development and Intellectual Property (CDIP) took place on October 17 to 21, 2022.
The WIPO Development Agenda was established in 2007 to ensure that development considerations form an integral part of WIPO's work and includes the implementation of 45 agreed recommendations supporting innovation and creativity in developing and least developed countries.
Recommendation 8 focusing on the importance of increasing “access to specialized databases for the purposes of patent searches” led to the launch of the project to facilitate and promote access to patent and non-patent literature and the establishment of Technology and Innovation Support Centers (TISCs) in April 2009.
At an event celebrating the 15th anniversary of the adoption of the Development Agenda and the establishment of the CDIP held at WIPO in Geneva on October 20th 2022, the TISC Project was highlighted as one of the most successful DA projects to have been mainstreamed, making it one of WIPO’s flagship programs.
During the event, representatives from Member States and the WIPO Secretariat who have contributed to the initiation, adoption and implementation of the Development Agenda shared their thoughts and perspectives on the achievements since its adoption including the conditions for the successful implementation of Development Agenda projects. Mr. Andrew Czajkowski, Director, Technology and Innovation Support Division, IP for Innovators Department, IP and Innovation Ecosystems Sector, expanded on what he believed were three important elements that helped ensure the successful mainstreaming and sustainability of the TISC project, namely;
- Project approach - planning, management, and evaluation - that has been applied to the establishment of national and regional TISC networks;
- Close collaboration with other areas in WIPO to increase support for TISCs in other fields such as technology transfer; and
- Close collaboration with national partners and TISC focal points that play a key role in planning and coordinating TISC activities in their countries, as well as the engagement of TISC focal points and staff to ensure that the projects transform into tangible results.
As one of WIPO’s most successful DA projects and one of its most known flagship programs, the TISC project is set to keep growing by leaps and bounds!
