Technology and Innovation Support Centers (TISCs) in the Association of Southeast Asian Nations (ASEAN) region play a vital role in supporting local researchers and entrepreneurs by facilitating access to scientific and technical knowledge contained in patent documents. By leveraging this knowledge, innovators can unlock their innovative potential and effectively create, protect, and manage their intellectual property rights. Since the establishment of TISCs in the region, patent filings by innovators from academic and research institutions have increased, contributing to significant growth in ASEAN’s overall innovation performance.
The ASEAN TISC network has been instrumental in fostering collaboration among member countries, providing a platform to share experiences and best practices in managing national networks. It also strengthens innovation support services across the region, from technology searches to guidance on IP management, commercialization, and technology transfer.
From February 25 to 28, 2025, representatives from ASEAN TISCs and technology transfer offices convened in Siem Reap, Cambodia, for the annual WIPO TISC Regional Meeting, to discuss ways to further enhance the regional network, empowering the region and driving innovation and sustainable development through IP.

The Regional Meeting, organized by WIPO, in cooperation with Cambodia’s Department of Intellectual Property, Ministry of Commerce (Cambodia), and supported by the Japan Patent Office, was held alongside a regional training aimed at helping academic and research institutions in ASEAN develop and adopt IP policies for the effective creation, protection, and commercialization of their IP assets.

The back-to-back meetings concluded on February 28, 2025, with what is considered a major milestone in TISC history--the day the WIPO TISC network in the ASEAN region strengthened regional cooperation with the first official meeting of the ASEAN TISC Network Task Force, chaired by the Intellectual Property Office of the Philippines with support from The ASEAN Secretariat. This landmark event marks a significant step toward a truly collective regional approach to innovation support. It reinforces the role of TISCs in advancing ASEAN’s vision and roadmap for transforming ASEAN into an innovative and globally competitive region through the strategic use of IP.
