Primer to Patent Analytics for IP Offices, Singapore, Singapore

Under the WIPO-Singapore Government Memorandum of Understanding (MoU), WIPO held a workshop on Patent Analytics for ASEAN IP Offices on June 3 and 4, 2024 at the WIPO Singapore Office in collaboration with the Intellectual Property Office of Singapore (IPOS) as well as in cooperation with the Government of Singapore, under its Singapore Cooperation Program of the Ministry of Foreign Affairs.

The Workshop aimed to provide a platform for ASEAN IP Offices to share best practices in patent analytics (PA) and in building up PA capabilities in the IP Offices by addressing PA benefits, current PA practices and future focus, and the application of PA-related tools and methodologies (including hands-on exercises).

22 representatives of national IP Offices from nine Member States as well as one representative each of the ASEAN Secretariat and the ASEAN Working Group on Intellectual Property Cooperation (AWGIPC) joined the Workshop. Speakers were from WIPO and national IP Offices in the region as well as three international experts from Australia, South Africa and South Korea.

On the first day, participants heard expert presentations and panel discussions and time was given for participants to engage with all the speakers during Q&A sessions. The topics covered included an introduction to PA, an overview of global trends and developments in PA, the building up PA capabilities in IP Offices, PA practice and challenges as well as PA processes, methodologies and applications.

The second day was dedicated to practical exercises with participants working in small groups and having the opportunity to put to practice the information and knowledge presented and gained on Day 1. Provided with a given topic, they defined the research scope, developed research strategies, and compiled their findings for presentation. The groups were guided by three facilitators during the exercise and this activity was limited to in-person participants.

Workshop participants showed strong interest in PA and were especially engaged in the practice exercise on Day 2. Guided by the facilitators, they explored the processes of PA and applied the information and knowledge shared and gained on Day 1. Indeed, the opportunity to train their skills during the practice activity intensified participants’ learning experiences. The good quality of the participants’ presentations on their group work results demonstrated the successful learning progress made during the Workshop.
