Meet your Expert:

Lien leads policy advisory work, technical assistance, capacity-building, and project-based initiatives within WIPO’s Technology Transfer Section. With extensive international experience in innovation, knowledge exchange and technology transfer, she collaborates with stakeholders worldwide to strengthen institutional and national systems that boost innovation capacity and translate research into real-world impact.

At the institutional level, Lien supported universities, research institutions, and governments in building the frameworks, skills, and partnerships needed to convert academic research into tangible social and economic value.  Her work focuses on strengthening institutional and national capacities to manage intellectual property (IP) effectively—from early-stage research through to commercialization, licensing, and the creation of spinout companies.

At the policy level, Lien works closely with government ministries, innovation agencies, national IP offices, and international experts to support the formulation of National IP and Innovation Strategies that promote inclusive and sustainable growth.

She is the author of more than 15 publications on intellectual property, including WIPO’s IP Policy Template for Academic and Research Institutions and its accompanying Guidelines, as well as the Guide on Incentives in Technology Transfer.
